The US - Iraq war, what is the Casus Belli ?

Every war starts with an aggressor who believes his cause is just. The First Gulf War was a no-brainer. Saddam’s invasion of Kuwait could not be tolerated and it was comparatively easy to put together a huge international coalition to right that wrong. In hindsight Saddam should have been ousted then and there. The 2003 Iraq War is much more complex. There are many well meaning ’reluctant hawks’ who shudder at Saddam’s past atrocities and, as decent human beings, want the world to be rid of him. But beyond this obvious argument what exactly is the casus belli which will morally justify the deaths of thousands of people caught in the geopolitical crossfire.
