RAND (a contraction of the term research and development) is the first organization to be called a "think tank". They earned this distinction soon after they were created in 1946 by their original client, the US Air Force (then the Army Air Forces).
Some of them early work involved aircraft, rockets, and satellites. In the 1960s, they even helped develop the technology and they were using to view this web site.
Their job is to help improve policy and decision making through research and analysis. They do that in many ways. Sometimes, they develop new knowledge to inform decision makers without suggesting any specific course of action. Often, they go further by spelling out the range of available options and by analyzing their relative advantages and disadvantages.
On many other occasions, they find the analysis so compelling that we advance specific policy recommendations. In all cases, they serve the public interest by widely disseminating their research findings.
